BACKGROUND:

Global Support and Development (GSD) is a humanitarian organization aiming to work with
regional, national, and local communities across the Caribbean, Central America, and South
Pacific for resilience to crises through rapid response, disaster preparedness, and climate
adaptation.

PURPOSE OF CONSULTANCY / OBJECTIVE:
The Office of Disaster Management (ODM) in Dominica has requested GSD’s support on key
preparedness priorities relating to Emergency Telecommunications (ETC) to address critical
infrastructure vulnerabilities caused by the island’s rugged, mountainous terrain.
The objective of this engagement is to secure an experienced ETC Contractor (Individual or
Firm) to transition Dominica to operational readiness over a six-month period. The Contractor
will work closely with the ODM technical lead to execute system implementation,
commissioning, configuration, site hardening, and testing across the island to ensure robust and
resilient emergency communications for government entities, emergency response teams, and
local communities.

Under GSD’s oversight, the Contractor will work directly with the ODM technical lead and GSD
to execute the following key activities:

• Verification & Technical Validation
• Site Preparation & Structural Hardening
• Repeater Network Installation
• Frequency Planning
• Radio Programming & Asset Accounting
• Satellite Redundancy Deployment
• Standard Operating Procedures (SOPs)

  and how your company will meet the objectives of this ToR.
• Project Understanding: Demonstrates your understanding of the project's goals, challenges, and desired outcomes.
• Proposed Approach/Methodology: A detailed plan outlining the steps your firm will take to complete the project, including the specific tools, technologies, and methods you will use. This will be further updated during the inception phase.
• Scope of Work (SOW): A clear and detailed breakdown of the work that will be performed and the specific deliverables that will be provided based on your understanding of the project.
• Proposed Timeline/Schedule: A schedule with key milestones and deadlines for the project's completion.

Financial Requirements

• Budget and Pricing: A detailed breakdown of all costs associated with the project. This
  should include itemized lists for labor, materials (noting that GSD will be responsible for
  procurement of the necessary emergency telecommunications equipment), and other
  expenses.
• Payment Terms: Demonstrate an understanding of proposed payment terms; if
  alternative terms are needed note this and the rationale.
